Stagger has been pvp bugged for a while with it sometimes going negative and healing for 2 billion as an integer error but other than that it kinda works/not works. Would 100% be better to see a break down other people besides the brewmaster could look at that shows hit and staggered. Half the time i run avert harm nerfing damage for some of my teammates they cant see the 15% damage i take for them and just think its low dam from the other team
Another big problem is Blizzard applying a stagger nerf every now and then for PvE that destroys us in PvP
