Since the announcement of realm consolidations states they prefer people transfer ahead of time (before Aug 9th), when will the PVE to PVP transfers open up?

Is that including non dead realms or all? Unless i read that blue post wrong it looks like only available from servers getting deleted
The removal of transfer restrictions from Normal to PvP realms applies across all Burning Crusade Classic realms.
