Almost no one likes the current implementation of the puzzling cartel chip.
There are 2 main reasons for this

When the PTR notes were shared Blizzard likened this to both SL Dinars and DF Bullions. Naturally creating the expectation especially with the bullion comparison that we could purchase whatever we wanted from the curated raid items and upgrade them to myth ilvl.

Raid trinkets are too desirable relative to their m+ and delve equivalent. This is probably intentional to increase the desire to raid but we can see that every season less and less guild do mythic raiding the root cause of which falls squarely on blizzard’s obstinance around the difficulty and lockout and unwillingness to create a 10 person version. Also probably over designing it so about 60 to 80 people can make sponsorship money isn’t the best for the game as a whole.
Should everyone have access to the same high level gear regardless of whether they defeated those challenges at the appropriate difficulty?
Probably not. Is it a big deal if everyone gets the gear? Also, probably not. Blizzard can nerf it at the end of the season like they always do.
However, why are raiders the only people getting bad luck protection? Where’s the delve and m+ BLP?
My suggestion as follows
Add to the vendor myth versions of delve and m+ trinkets
Require people to do some amount of t11 delves or +10 of the corresponding dungeon to be eligible for those items. Keep your current requirements for raid or don’t doesn’t matter to me.
Change the weekly quest that awards the chips from 4 boss kills to 2 boss kills 1 m+ and 1/2 delves. Everyone has to do all parts of the game and buys items from the part they engage with the most.
