Garrisons probably not, but the Horde Council most definitely ought to have Ambassadors present in Stormwind Keep.

Youd need to have MASSIVE amounts of Faith in the Horde to not destroy it cause “what, whatre you gonna do bout it?”

Stepping into the setting for this answer, but it’s honestly quite simple.
The Horde have been on the losing side of two wars of Aggression they themselves started now. Were I part of the Alliance High Command, rather than simply giving the Horde a slap on the wrist and the pinkie promise of being good little boys and girls, that Garrison would come with the caveat that if it doesn’t routinely check in within X amount of time (not to be disclosed), then Ogrimmar gets a visit from the Airship fleet that’s now parked in Ashenvale.
Being brutally honest here, the Horde should not exist as a geopolitical entity any more. There shouldn’t be any contact going on between the races of the Horde. Any caught violating this edict would be considered engaging in a declaration of war against the Alliance.
Again, this is my In Setting response here. I fully understand why the Horde just get a finger waggle and a “You’ve been very naughty, you must promise never to do this again!” consequences.
Gonna be very amusing to watch the Male Human Paladin community melt down when Turalyon goes berserk in a Tyranny of the Light expansion and they try to do mental gymnastics to explain how it’s ok for their half of the Alliance to turn on the other half.
I don have any input other than to say it warms the heart to see Lohkash continuing to post about Tyranny of the Light after all these years. This is not ironic teasing I am genuinely pleased to see it

Azshara rework into copy paste vanilla Westfall but it’s goblin worker rebellion led astray by Gallywix and renments of Sylvannas inner circle.
The Horde, now focused on domestic issues, would ousts a number of corrupt slum lords that had dragged their feet on doing even the bare minimum to rebuilding Orgrimmar after an influx of new citizens and a number of disasters and conflicts.
Gallywix pays off these disgruntle former land lords, who manipulate some of the goblin workers to create an uprising with the end game destabilize and ultimately destroy the Horde from within.
Long con revenge game or something.
Alliance Army now consists of Farmers, Nelves have been decimated and dont have enough of a grip on Ashenvale to park a fleet that may or may not exist that may or may not be countered by the Horde Airfleet that may or may not exist. And thats assuming the Warsong Clan is just going to let them set up shop. Then you’d have to get that past Zandalar and Tulanji isnt exactly a pushover
Trying to ‘keep an eye on’ the Horde is just a huge waste of resources and way too assuming to think theyll just let it happen
