How in the heck do you do this. I even tried the place outside of exodar but no one was there and the fire grew out of control lol.

If you want it you’ll probably need to get a group together. It’s not so hard once you have about 3-4 people.
Also try the most populated town it happens in for your faction. For Horde I think Brill is the best choice?
Inky black potion should help if you have trouble spotting the fires
