A super rare quest is not a fun mechanic. For those who go on vacation, or have life events and cannot log in during the few days every six months or years or however rare this quest it, it’s super unfun.
If you are going to put secrets in the game, make them available once they are discovered. Tying them to a rarely spawning quest is a lazy design.
No it’s good and fun design the lazy come in when you start demanding things you can’t achieve

Agree!!! I have been waiting for this quest to pop for months now. Bad design! You should not be limited a quest never showing up.
