I think the devs had a good idea with the warlock rune being tied to the raid, it was unfortunate they tied it to an entire spec / role though. That was their mistake.
They should however, put dual spec behind an epic quest chain that involves not only finishing the next raid, but some form of PvP as well, such as reaching say, rank 5 or 6. That would prove you do in fact do PvE and PvP and warrant such an incredible rune. Some kind of other lore would be cool as well.
One belt rune, Dual Spec only.

This is an incredible idea.
I feel like it’s missing a little something however. There should be a 300g cost at the end of the chain quest to purchase the rune. And a few expensive ingredients to turn in to an NPC along the way.
I think its a great idea, but for people who do not want dual spec, i wished there was some other belt runes we can choose.
Like a rune to slow fall, or breath underwater, or sprint, or reduce heartstone by 50%
They already have belt runes in development, likely for level 40. Belts are seemingly going to be one of the next set of rune-able gear at the level 40 band. This is based off the video they did for SoD on their youtube channel, which revealed belt runes would eventually be a thing and were in the works.
But this isn’t a bad idea. Could have it be on the necklace or a ring instead maybe.

I like the idea. I’m also ok with the idea of purchasing dual. However I do hope they add more then just 1 additional option. I think there is going to be a few more builds then each class is used to. I already have half my bags full of gear for tanking/melee/ele/heals. Certainly could use a few more and on top of pvp/pve builds.

4000g for Quad
etc…
I’m okay with it being tied to a cool questline, but it shouldn’t cost crazy gold.
It should be pretty accessible.
Doesn’t need to be a rune either imo.
