I have been levelling a new disc priest to try something new. Has been fun in a wierd kinda way but i digress,
I hit 45 and took the Purge the wicked talent, figuring spreading the dot with penance was a good way of getting atonement healing. There is nothing in the tooltip about a delay with the spread or a chance at the cleave but that seems to be what is happening
is this working as intended?
i seem to be getting an internal cooldown based on my observations 1 in every 4 penance will spread the cleave. Just trying to figure out if this is a bug i need to report

Cleanses the target with fire, causing (22.3% of Spell power) Fire damage and an additional (124% of Spell power) Fire damage over 20 sec. Spreads to an additional nearby enemy when you cast Penance on the target.
Targets need to be in combat, sometimes the server doesn’t register this quick enough.
Is this one in 4 casts, or 1 in 4 BOLTS of Penance? Because it only activates on one bolt per cast, but meters will often count Penance by bolts.
The way it works is, when you have purge on a target, if you penance that target, the purge the wicked spreads to another enemy you have combat with. Not sure what you mean by cleave, but it’s not supposed to spread off of each individual bolt, only each cast of penance. Tested it just to make sure, but there is no icd, you just have to make sure the target you’re penancing has purge on them for it to spread.
Azorios is pretty much 100% correct.
It can only spread to mobs that are in Combat, so it won’t pull random stuff, but that means you need to have agro’d at least 2 mobs.
Only the first Bolt spreads it, this is intended, not a bug.
Penance has to hit a Mob with Purge the Wicked already active.
Lastly, the main reason you take it is for the increased DoT damage. You need to be spreading it with penance for full value (it saves you one global every ~9 seconds, but the increased DoT damage, and therefore increased atonement healing is more than the other 2 options 90% of the time.
