if I have two threads open in two tabs, the forum doesn’t care. LOL.
I don’t think it’s a server-wide this is the ONLY person to go to for the best quality and the lowest price, but I certainly kept a list of crafters that could reliably make stuff for me when Inspiration Procs were a thing to get R5 (so glad that garbage is gone).
Just because you (and possibly all those you know) haven’t observed something doesn’t mean that it doesn’t exist. Blizzard makes their data decisions on the actions of hundreds of thousands if not millions of players… things will happen in-game that the data analyst thinks are important to bring up to the dev team that you and I have never seen.
Regardless of what you and I observe, the Game Director is hell-bent on not providing a quality setting to public orders and only leaving that available in personal & guild orders. I don’t like it, but he stated his reasoning for this decision. 
Simple.
It encourages you to interact with your community without forcing it on you.
