Does this NPC in Boralus still exist?
I cant find her at all.

She may not be there if you haven’t done the war campaign.
She should be right next to your ship. If she isn’t there and the table to queue into the warfronts aren’t there. You are phased and need to complete part of the war campaign (or swap to a toon that has completed it).

You may have to do the intro to bfa. I’m not sure it’s been too many years.
That would be on a mission board in SW. Do that 5 minute thing until you get the achiev “Come Sail Away”.
Then you should be able to go to the ship right outside. Talk to the commander I believe and go from there.
You may need to turn on trivial quest tracking.
