Hello! I unlocked Nazjatar and started doing BFA questline after N’zoth content as well… Genn Greymane is not in the office. I tried abandoning and re-doing it, using the portal, etc. I can not complete this quest… Is there some way to get credit? It impedes my effort to complete two sides to every story achievement for a mount. 
I’m not sure if this is relevant for you, but according to Wowhead, you need to finish the Nazjatar intro questline in order for Greymane to appear in his office at the end of Proudmoore’s Parley.

Hello! So I went through the whole Nazjatar Campaign and still Greymane has not showed up in the Harbormaster’s office for me to complete the quest. This, along with the fact that I cannot find how to do the dungeons and raids linked to the story line before I am OP is really getting on my nerves. Anyone else has any ideas?
