I dunno if I’d call it a bug though. That means Blizzard didn’t know it would be possible. Anyone could have looked at tank spec CR from any season of this game almost ever and known this would be the circumstance for spec based r1 titles.

If that were the case, wouldn’t Blizzard be like “this ain’t happening next season”? I think this is what they intend to be the case. There is just an incredibly small pool of players that wish to subjugate themselves to queuing as a tank so it’s “easier” to be higher ranked. I mean, the folks that get to the top as a tank are technically r1 for their spec. If more people would play as tank, maybe better players would show up, but these are the best ones right now.
