On crafting Profs I am stuck at 75 on two different toons, both are sub 20 and the trainers offer no upgrade.
Do I need to be at a certain level to upgrade?
you need to talk to a different NPC.
Actually read what the NPCs tell you (no, not a quest, their actual dialogue). Theyll almost always tell you where to go next.

Usually starting zones trainers don’t give more than the first rank on professions. Go to a capital to train the other ones (be careful that darnassus doesn’t have any mining related one)
