I have a maximum fps in the open world of 35, I understood that this game does not need so many resources, I have an I9 14000k, 128gb, RTX 4080ti, I understand that it should run better
From what I understand, this game can be very CPU-intensive.
You could have good cards and stuff, and still get stuttering.
Before I had a decent PC, I always had to turn down shadows and particle stuff- basically everything was low except NPC textures.
You might have to ask the tech forums.
They can probably help you and are more knowledgeable than us here in general discussion.
