level 225/225 dwarf hunter, building (mithril casings) im not receiving any additional level when building. have built 25 no levels, letters are yellow, have gnome spec, using this guide – Professions .com

You are skill locked until lvl35. Until then you are capped out.

Yup. This.
Professions including secondaries are capped at 225 until level 35. You then need to learn the next cap to continue progress on that profession.
Wowhead.com has guides that walk you through leveling professions or use google or youtube.
Go to wowhead, everything about it is there.

that guide sucks. it will have you making useless items in the greens for much of it, while gaining little to no skill points in the process.
make the parts for the target dummies before you learn the schematics, and then make them once they are unlocked imo.
and most parts can be found on the auction house for less then the cost of the mats to make them.

Target Dummies are especially useful because they have a chance to drop Fused Wiring, which is useful for repair bots.
