I think it goes without saying, but only having two bonus rolls per week isnt enough given that the chances of getting loot off of them hasnt increased.
I understand that they cant be 100% effective but i have literally gone two weeks without recieving a piece of gear from a bonus roll and only geting gear on my fifth roll.
Considering that the tockens can be expensive and we are capped at only two of them id really like to see either a third token per week added or have the current rng system for bonus rolls improved.
No. If you don't like paying for them don't buy them. The game already has too much RNG.

If anything they need to lower the cost back to Legion level
They provide you with the opportunity to roll for loot on the same boss 3x (the kill +2 bonus rolls a week) if you are targeting a specific piece. If it were a higher shot at getting said loot they would be obsolete rather fast.
I think a solid option would be to have separate tokens for m+ and allow for more than 2, since you are targeting a much larger pool of items than raids. Let raids keep their 2 and make them raid-only. Using them on M+, although I am thankful they added it, remains pretty lackluster.

I don't mean this rude, but two weeks?!?!? This game is instant gratification enough as it is. 2 weeks/4 rolls doesn't seem like a big deal to me.
Getting azerite is dogpoop as a reward, really frustrating should give you like 10k azerite or something at least.

count yourself lucky, when they were first implemented there was no bad luck protection. I went like 2 months of bonus rolls without getting anything. And then once there WAS bad luck protection it was so bad that I'd actively roll on bosses I didn't need loot on just to get my bad luck rng rolling, since the first 2 or so coins after getting a bonus roll loot were almost guaranteed to be gold, it felt like.
I'm reasonably positive they buffed the bonus roll chance when they reduced the cap per week to 2, as well. Since I've been getting more bonus roll loot overall than I have in previous expansions.

This just means you pay 2,000 gold to ensure you get what you want when you want it.
Why not just buy the item at this point?
(not trying to justify how bad loot feels to get in BfA but people assume bonus rolls should have a higher weight or something: these ideas will mean you almost MUST buy these tokens or else you're just wasting time)
I used them once, saw how high the cost was (and I'm rich, Mitch!), and immediately realized using them was a bad idea.
