I cannot complete the Warcraft Rumble meta achievement “Rumble Minis, All the Looks” because I cannot upgrade the whelp egg twice for “Warcraft rumble Minis, Whelp Eggs Newer Look”.

I saw a similar problem saying you could click on the Warcraft Rumble Machine in Valdrakken, but doing so never gave me any items. I tried this on the toon that originally started the achievement as well as several other alts.
In several of my toons bags, I had rumble purses, but when opening them, only the top of the bag would show (not the bottom loot portion) and there was nothing in them, as if it was a bugged old quest item.
