Problem learning profession recipes: Engr

This bug report describes the titular problem, and consists of 2 parts:

Draenor Engineering issue:
Approximately 2 weeks ago I submitted a ticket for help with a bug which was noted in a blue post. This bug was the inability of characters to learn recipes from the Draenor Engineering scrolls; I believed my problem fixed, but noted shortly thereafter that I was missing the "blue quality" recipe of the "Ultimate Gnomish Army Knife". The GM had instead granted the "green quality" recipe; I delayed in submitting a ticket as the issue was minor.

Cataclysm Engineering issue:
Today morning (~9EDT) I attempted to obtain any of the 4 engineering tinker recipes from the "Discovery: Cataclysm Engineering Recipes" by crafting ~100 Electrified Ether recipes. I did not obtain any of the 4 belt tinkers, which may be due to a design change, or exceedingly bad luck. Alternatively, I suspect there may be a similar bug (character unable to learn recipes). From comments on WoWhead.com and from past experience, to obtain the Cataclysm Engineering belt tinkers only a few (~10-20) crafts were needed.

Before I used up my available crafting materials on ~150 additional attempts at "Discovery: Cataclysm Engineering Recipes", I submitted a ticket with the request that a GM look into this matter. Subsequently, the GM referred me to submit a bug report, which is why this topic has been created (also: in-game bug report function is limited to 500 characters).

This bug report concerns the above observations made during play:

Character Name: Mokrengar
Realm Name: Earthen Ring
Character Location: Stormwind (issues related to Discovery: Cataclysm Engineering Recipes)
Character Location: various, given multiple attempts made (issues related to Draenor Engineering scrolls)

When: "Discovery: Cataclysm Engineering Recipes" attempts at ~9:00 EDT 08/10/2018.

When: Draenor Engineering scroll attempts various in the 2 weeks preceding this date, 08/10/2018.

How to reproduce bug:

The Draenor Engineering scroll / "Ultimate Gnomish Army Knife" (blue quality) issue may be reproduced by attempting to learn the recipes from the Draenor Engineering scroll on a recipe-naïve character. As noted, I made multiple fruitless attempts at this.

The "Discovery: Cataclysm Engineering Recipes" issue may be reproduced by crafting Cataclysm Engineering Recipes. I crafted ~100 Electrified Ether (recipe input = 2 Volatile Air; recipe output = 2-3 Electrified Ether) without obtaining any of the 4 Cataclysm Engineering belt tinkers.

Having the same issue with cata engineering tinkers
Also having the same issue. Made 100 Electrified Ether and 50 Obsidium Bolts. Not one was discovered.
I can confirm this is still issue well into November of this year. Not even a blue post to address this serious bug that is clearly a result of BFA.

Still an issue as far as I can tell.

I have the same problem - I cannot discover Cataclysm engineering tinkers even though I’ve made plenty of Obsidium Bolts and Ethers.

i just dumped a f ton of gold into 800 Obsidium Bars and turned them all into bolts… nothing
then i thought, maybe its the Electrified Ethers… so bought a ton of those as sell… nothing
then i thought… maybe the higher tier item i make, the better the chances would be… SO i spent eeeveenn moreee crafting a tong of goggles and devices… nothing…

Is it still bugged?

In the last couple weeks I’ve done ~150 electrified ether crafts, 5-10 obsidium bolts, and 3 chicken splitters. I saw not a single discovery. This still feels bugged. I did open a GM ticket and they basically said, yup looks good RNG hates you. Any blue able to comment on this?

I worry this may have been overlooked because the OP (long long ago) decided to put two bug reports into one (don’t do that, they say not to in the sticky for good reason) and the first thing he reports is not a bug, it’s a learn to play issue. There is nothing wrong with the Draenor Army Knife, he just doesn’t know how it is meant to work. But because the bug report process associates one report with one bug, the later bug may have not been looked at after the first was dismissed.

If this is still happening (and it sounds like it is), please start a new thread with as much detail as you can remember about just this bug.

October 1st 2020 and it’s still an issue.
