Problem interacting with Hoarder Jena

I am trying to buy https://www.wowhead.com/item=163213 (Ghostly Explorer’s Skull) but the npc (and all other) have orange name and will not open sale window for me. According to WoWhead, https://www.wowhead.com/npc=135804/hoarder-jena the npc is supposed to be friendly to both faction. When I looked into the Voldunai faction, only horde can raise it, not alliance.

So how am I supposed to buy the skull? I do not want to level up a new horde just to throw him away at level 110 and I am not paying $30 to change my character to horde for this one then another $30 to go back to alliance.

You need revered voldunai faction rep to buy it so how would an alliance toon qualify to buy this.

Also since all those items are horde only items on that vendor, I think wowhead is wrong that both faction can interact with that npc.
