That is the voice of Scott Menville. He already voiced both a Kul’tirian Gnome and Vulpera in BfA.
He’s a very prolific voice actor who’s done work for Blizzard before. Egon Stetmann of Raynor’s Raiders, for instance.
And yes, he did voice Robin from Teen Titans.

I was wondering about his voice and then I saw it on his IMDB, he was the voice of the “actor” version of Sokka from that one episode of Avatar where they watch a play about themselves.
Knew I recognized him.
He’s also the voice of Kevin in Mission Hill.

If you also play Starcraft, he was also the voice of Stetmann
Robin from teen titans. He’s also the male vulpera npc’s. He does a lot of VA in this game.

Yeah I don’t know if 4 or 5 posters on here have mentioned it already but I think he voiced a character in teen titans? Robin, maybe? Maybe someone can confirm.
