Because it doesn’t make sense for it to be a talent currently. Considering that the last set bonus is focused on Primordial Wave. So if suddenly someone is bold enough to make a build that didn’t take the talent, this bonus becomes useless.
And practically the entire “Farseer” tree of the Hero Talents from the War-Within, at least in the alpha, is focused on Primordial Wave. That is, if you don’t choose the talent in the initial trees, you simply nullify the Hero talent completely. It doesn’t make sense to me.
I mean, despite being a good ability, talents should be choices and the way it is now, they are “forcing” the “choice” of the talent.
I disagree. PW wasnt fun in SL and its not fun now. The bigger issue is the fact they made tier sets/hero trees based around a talent. Shaman isnt the only one, and its bad for all the classes/specs that are forced into specific builds. Should all of them get those abilities baseline? Absolutely not. Instead the devs should put the work in to make these sets and talent trees viable for any build without hardlining someone into a specific talent.

I find it pretty fun.
Getting a full group heal during S2 which fed into CBT for a second full group heal was awesome.
Two things:

Primordial wave should not be baseline, because despite the current tier set and Farseer hero tree, stormbringer is still going to exist and almost definitely won’t involve primordial wave. Also making it baseline would necessitate its use even more than now, and a lot of players including myself hate the ability.

Hero talents and tier sets involving optional talents especially capstone talents is a larger problem that branches to all classes and needs to be addressed. I get that it would be hard to design fun tier sets or hero trees without using talents but forcing players into certain talents goes against the entire design philosophy of talent trees. Hopefully they can figure this out.
I think the best solution would be to put primordial wave in the mid tier of the talent tree somewhere so it’s more accessible. If I’m going to be forced to play a certain talent I don’t want to be giving up capstone talent points in order to do so.
