Do they scale with level, and can you do them before level 70?
Yes (as long as the mobs themselves scale normally)
I have a ton of Elemental Overflow by accident on my alts, who were just doing quests in the areas these storms also happened to be happening in lol
If you mean the weekly storm you get phased into specially, I am not sure there, I doubt you can, I also don’t think you can get the Storm Sigils before 70, but I haven’t farmed for those.

I didn’t even know of a weekly version, i barely understand the Primal Storms, was just hoping to farm some gear for when my alts get to 70, so thanks for the info!
