I have been hunting Kobolds in Fargodeep and Jasperlode mine for the past hour and I can’t seem to find this rune. I even killed Goldtooth several times and no luck. It is not possible for a dwarf priest to find this rune here? It would suck if I have to go back to Loch Modan just for this rune…
It’s Dun Morogh, https://www.wowhead.com/classic/npc=6124/captain-beld#comments but you should be able to get Shared Pain where you are, guess just extremely unlucky, Rng can be a huge pain at times 
Finally found it from the named Kobold outside of Fargodeep mine. I guess it has a higher chance to drop or something?
I have killed over 100 kobolds inside of both mines (with meditation buff) and it has not dropped for my human priest. Really annoying
It drops off Goldtooth.

Dun Morogh: Drops from Captain Beld.

Elwynn Forest: Drops from Kobold Miner.

Teldrassil: Drops from Lord Melenas.
Either Wowhead is wrong or my character is bugged because, like I said, I killed at least 100 kobold miners across both mines including Goldtooth and the geomancers and it did not drop
I saw someone mention you need to have a Blessing of Light if you’re human.
Besides that, I don’t know what to tell you.

Some rune items drop rates have horrible RNG.
I was farming for the centar severed head for my warrior rune, was there for over an hour and 3 other warriors told me they got it in the same place with in miniutes.
I had this drop from the farmers in trisfall (undead preist) on my first kill.
