What would be better, Staff or Hammer and off-hand?
Mainhand/Offhand is usually always better (offers more Spellpower usually) depending on what items you compare.
I prefer staves, mostly because low-level offhand items look loldumb.
Some exceptions exist (Lamp of Peaceful Repose for awesome dual-wielding maces!)

Both will be replaced at 80. If you think you’re going to be raiding with these choices, and no other weapon upgrades will come to you before you go into a raid, then the staff is your option since it provides Hit (assuming you’re an Spriest). The MH+OH you listed provide much more spellpower but at the cost of no other stats.
Generally for an Spriest you will prioritize MH+OH over staves, but at this tier there are good staves that will suit you well.
Depends on what you can get your hands on. I haven’t seen any of my bis main hands drop and there’s a lot of competition for the offhand.
So I grabbed Damnation since it dropped twice so far for us.
I’d prefer to get all BiS items, but I may have to settle in some slots.
I agree with the last comment, and it’s always good to keep backups even as you upgrade (for example, keep a OH even if you upgrade your 1H to a staff in case a better 1H comes along, and keep your staff if it has hit and your 1H+OH don’t in case you need the hit later). It’s also true for disc priests for some extent as you have a very low soft haste cap and you want to keep swap pieces for more/less haste just like the DPS do for more/less hit.

It’s a shame but main hand / off hand is always better. Something I never understood from a dev standpoint
MH + OH has more spellpower but staves usually have more primary (and sometimes secondary) stats, more sockets, and their own SP enchants. These items were designed long before the raiding community as a whole was simcrafting and min-maxing their gear.
Wrath is the last time that this occurs. From Cata and beyond, MH+OH no longer gives additional spellpower over a staff.
This doesn’t change at higher levels… and also hasn’t changed in retail, though at least the stats are more normalized now. It honestly feels like a mistake that a 1h has the same +sp as a 2h in WotLK, but it is what it is.

Staves have better raw stats (int/spirit etc.)
Oh/Mh has better spellpower.
Spellpower is generally > stats so Mh/Oh is generally better, though situationally you may sometimes still want a staff and/or a staff may just better than any Mh/Oh combo available to you
