So is the beta access open to random people or only strictly to those that ordered the Epic preorder?
well both officially but if they get enough pre orders i doubt more

It is open to:
- Blizzard staff. They were already in the test phases and Alpha.
- Friends and Family lists of Blizzard staff.
- Media and Influencers, press. Websites like Wowhead, guide writers, etc.
- People who pre-ordered a version that comes with Beta access.
- People who Opt-in can be randomly chosen.
Who gets in on which invite wave is always up in the air.
Usually Beta access is directly enabled on your Battlenet account. It is not a game key that people get. Beware of scams or offers for keys. Blizzard has done keys once in a while, but that is rare and should be verified first.

Yes! Only the Epic Edition of the new Midnight expansion grants access to the beta test. If you don’t have the Epic Edition, You’ll need to Opt-In for a chance at an invitation.

Will the beta be immediately available for those that purchased the Epic edition upon beta launch, or will it be delayed or in waves or anything like that?
Chances are access to the beta will be done in waves. They did invitations in waves for The War Within beta test. But if you got the Epic Edition of Midnight, You are guaranteed to get access in one of those invitation waves.
I suggest keeping an eye on both your email and Blizzard Launcher to see when you get invited. Blizzard will also send you an email as well when you get access.
