That’s another bug as you should get the main 4 factions to Renown 20 and Loamm to 12, as Lupo said.
I suggest you submit a ticket for the issue. There seems to be various issues going on with the new boost and it’s possible your issue may not be something they’re aware of. Even still, I suggest submitting a bug report in-game and/or your own ticket. I would not assume Blizz devs are aware without your report.

Seems like a really pervasive bug; lots of people and lots of different or combined issues. I’m sad that this is happening to so many of us - and I imagine for all of us on the forums a greater amount of players may not use the forums so I think this is happening more often than not to boosted toons.

Because they have no freaking clue how to fix it and they would look pretty bad if they replied with that response. So much like the US government when they don’t have an answer to give they remain silent until they do
5 days and still no fix.
I was able to fix it now.
After logging in on my boosted character, doing the Open Orientations quest and getting any amount of renown in all factions (just to get out of 0).
Then I logged in my other characters and they all have the buff working as intended.
I think all of the renown is working except for the Loamm Niffen. I can’t buy anything from them.
Nothing is working for me still. My “main” has all the reps unlocked but is still not receiving the renown boosts even though his rep is all below 10
To everyone following This Thread this issue was hot fixed late last night/early this morning.
I can confirm that I’m able to buy Renown items post 20 and pre-20 on my enhanced boosted character. I went around buying all the Drake manuscripts this morning

Having a weird version of this issue in which I got Niffem level 15 when i started but it seems the intro quests were just …deleted and so even after doing all the Ebyssian stuff and every other quest in the zone I cant see any world quests on the Zaralek map other than the Epic one.
