No matter how much you want to reword it, the blue post is talking about countdown queues:

To be clear though, queuing at the same time as someone else isn’t considered cheating.

If they are using other means to do so, that might be, but basically going… “One, two, click!” has never been.

At no time does it say anything about just ending up in the same instance, they’re talking about actually intentionally queueing at the same time.
