Pre-requisite for hidden artifact appearance for arms?

Does it require the Valajar reputation for the quest to pop?
Searched on Wowhead and it wasn’t mention.
It does mention the reputation for the fury’s one.

The Arcanite Bladebreaker is a reward from Secrets of the Axes.
This quest has a daily chance to spawn in the Warrior Order Hall.
