I was reading that the amount of XP required to level from 60-70 is expected to be reduced 30% in pre-patch. How does that affect a character that is say level 63? Do they get free dings out of it because they already have more total XP than required to get to 63 under pre-patch? Or does it just require less XP to progress once pre-patch drops, ready set go!?

It’s not retroactive, it’s from the point of implementation on.
Ok, sounds like my best bet is to sit and gather rest XP after 60 then. Thanks!

Basically, the bar for the level you are on at this moment will be a little closer, and each level from then on will require 30% less exp to reach.
Not to mention once the prepath hits the 50% buff will be more effectual.
True! I am going to try and get my alts to 60 and let the 60-69s rest then. Thanks!

If you are already beyond 70% exp towards the next level when the change is implemented, you might get a free ding out of it.
I assume they would just scale your XP to whatever % you are on. But i could be wrong.
I’m pretty sure if you are at 65% until leveling you will still be at 65% until leveling after the total exp is reduced. So really you lose exp gained. 
Otherwise you could log on and have gained a level.
I see, its not like there is a running XP count from 1-70. There is XYZ XP required per level. So when I log in my current XP for the level, if within 30% of the new amount (nerf), will be DING time.
I highly doubt that will be the case as it is more confusing than basing it on percentages of your current level.
I’m not seeing that state anywhere. Do you have a source? It would be great if that were the case but all I see is a 15% reduction in 20-60.
I dont, I just saw it while searching for pre-patch XP nerf. I read it “somewhere”, nothing official that I can reference.

I would add pleasepleaseplease but that would be seen as weakness so…
After all, it is still 2 months before the drop and my two current 60s should be able to hack it that far by then.

depends on how they do it. If I need 1,000,000 exp to level and already have 750,000 when the “nerf” hits, now I only need 700,000 to level and theoretically should be able to ding. Unless they also nerf my previously earned exp so that now I only have 525,000 which would suck because they’d essentially be stealing 225,000 exp from me.
If I remember correctly if you are within 30% you end up 1xp from leveling.
If you are 30% or less from level up when patch drops your xp will be placed at 99.9% so killing a mob will grant you the ding.
