Power-Leveling an Alt - Cannot enter Chromie Time

I last played in Warlords of Draenor a long time ago, I’m following Harldan’s leveling guide and I just hit lvl 30.

It points me to talking to Chromie to do the WoD questline for exp, but she won’t talk to me and I can’t talk Holgar Stormaxe to skip the Broken Shore Scenario. I also cannot seem to find out how to start the Broken Shore Scenario to activate Chromie time.

How do I start the Broken Shore Scenario so I can activate Chromie time to power level?
I tried to go back on my main who I power-passed to 60 to finish the Broken Shore Scenario but I can’t seem to find the person to start the quest.

My friend said I went to the wrong Dalaran potentially? I talk to Chromie on my main and she tells me nothing either.

Did you level your warrior normally, or did you level boost him?

You may not be able to start Chromie Time on an alt until you get a character leveled through BfA at least once. You mentioned that you’d last played during Warlords, and when they first introduced Chromie Time in the run up to Shadowlands, they reaching 50 through BfA as a requirement to unlock it, with previously-max level characters getting flagged to bypass that requirement since they’d technically already done it.

If you level boosted the character you’re posting on, the game may not count that as hitting the correct level naturally, and might be trying to force you through BfA.
