Trade chat was actually having a civil and interesting conversation today on Stormrage-US (Alliance). We were talking about the future of energy and I found a really cool video on some really wild and intriguing energy generation contraptions that I’d like to share. I can see why you wouldn’t want people posting links though, as they could be malicious.
Yes, that is against the EULA and Code of Conduct. Blizzard does not want links (or anything else) promoting, encouraging, or advertising any third party sites. Does not matter if it is a streamer channel, a news article, or girl scout cookie sales, they don’t allow it.
If reported you may end up with a moderator action on the account for Spam/Advertising.

Seems to suggest that as long as you are not trying to advertise anything, its OK.
