Cannot pick up the packages on the ground, is this a bug ?

Just tried running it with my Guild and we couldn’t pick up the packages either.
Make sure you are not attacking the boss AT ALL. That was the only way my group could down the boss.
this was a big issue on ptr and who would have thought it’s not fixed, they should just remove that part of the fight if it can’t be fixed, extremely annoying.
Experiencing the same bug here. I thought it had to do with some interaction with Fan Mail and taking damage, but it seems to be arbitrary.
