Despite cloaks being small when it comes to stats, they’re actually a sizeable proportion of a transmog, especially if they’re shoulder to ankle. It makes sense it costs similar to a chest shoulder or helm, but it does feel a bit weird.
We’re talking about a cosmetic item from Plunderstorm. Those don’t have stats.

Yes that my points, perception of value for item slots in WoW is mostly derived from how we value them as combat items. It’s why cloaks are cheap and chests / helms aren’t.
But when there’s no stats those perceptions kinda go out the window.
