Quest: A Fine Mess

NPC: Kernobee
The NPC Kernobee does not appear to be spawning in Gnomeregan to begin this escort quest. I have completed Gnomeregan twice, on consecutive days and the NPC that begins this quest has not been located within the instance. Each room in the Dormitory has been checked, even with a “/target Kernobee” macro.
Can anyone else please confirm if they have seen this NPC recently?
