Is there a portal in howling fjord to get back to tristfal glades? I checked all over the internet and cannot find an answer.

Not really.
Take boat/zeplands to Org. Then up top where the zeplands are docking. I beleve you will have a portal/zepland to undercity/Tristfal , it depends on your level.
