Poor DPS While Leveling as Outlaw Rogue

I’m level 40 right now on my Outlaw Rogue and I feel like my DPS is way below what it should be. I think my rotation is fine, (rerolling RtB unless 2x buff or RP/GM), Sinister Strike to build combo, and using Pistol Shot with opportunity. I queued for a dungeon and my DPS was half of the others most of the time. Am I doing something wrong here?

I’ve leveled 4 rogues since the beginning of Legion, and for leveling (and questing at max level) I much prefer SnD to RtB. RtB is trash outside of long fights.

You don’t have any aoe
For whatever reason bliz doesn’t give rogues aoe abilities until lvl63
Everyone else gets theirs well early

The only effective way for top DPS at that level is sin by applying rupture to many targets.

Outlaw doesn’t have blade flurry yet which is the god mode aoe button for them at max.

Keep plugging away and don’t listen to the other guy, learn RTB now like you are. Slice and dice is trash mode.

this is correct. outlaw will get to be a lot more fun in the 60-70 range when you get blade flurry. assa will also get to be more fast pace at this level range when you get the venomous wounds passive

also you might be interested in checking out this very good rogue Dratnos’s youtube channel. just type in “dratnos rogue” and I think you’ll find him. He’s a very good pve rogue who plays multiple specs and has mythic plus guides for outlaw rogue. you’re only lvl 40 right now but you still might be interested in learning a few things from him.

he also plays assa rogue and has in-depth guides for that as well

Combat (and later, outlaw) was my main for 14 years - from right when Motlen Core was released until about mid-way through Uldir. I’ve also leveled several other rogues over the years, including 2 more during Legion. I think I have some clue what I’m talking about…

RtB certainly has its uses, but until mastery kicks in, and later when you start getting a lot more abilities for the class, RtB is terrible for leveling. You will often find yourself energy starved or constantly rerolling RtB or both. That’s not a lot of good for leveling, especially questing where you’re fighting a bunch of short mobs. RtB for leveling, until you hit about 100, makes for perhaps the most inconsistent or 2nd most inconsistent melee class to level with, depending on how you feel about enhance shammies and their own brand of RNG.

SnD provides for much more consistent output while leveling once you can get it. People will say “don’t take it because the damage output is garbage!” Yeah, in a boss fight at end level with raid gear, SnD suffers by (last I ran numbers, which was a while back, granted) approximately 10-12% in comparison to RtB over a long fight. In shorter fights and leveling, SnD actually works very well.

Very well said, I didn’t know RTB had suffered that much at lower levels. As I’ve never leveled as that spec on either of my rogues.

Lvl 40 is still in diapers, you don’t even have roll the bones or Ad rush yet, and you won’t see things get better until level 63. I don’t think roll the bones happens until 45 maybe and in the 50s is Ad rush. Yep completely stupid changes and it’s a complete troll from blizz why they did it this way.

Yeah, leveling an outlaw rogue right now is pretty rough for a while. Pretty much until you get mastery and bladeflurry, the spec is kind of weak. But most melee are pretty bland until 70 or 80 right now because the dev team, in their extremely limited wisdom, decided to make it so melee only get 2 or 3 abilities until later, which means they’re constantly resource starved.
