As a casual heroic raider and 2300 experienced arena player, I’m OCD about this kind of thing. I’m not / wasn’t about Azerite, but the cloak provides a different experience. I can plan for it, log in Tuesday, hit max rank, and be content for the week that I finished what I needed to do. I quite enjoy that.
Thus, my main is always at max cloak rank, my hunter and demon hunter are at cloak rank 9, and the rest of my characters are floating around 4-7 if they have their cloaks at all.
You need another question - how many characters do you have with cloaks.
I have 8 so far and they range from lvl 5 to lvl 12
In same boat… going to level my lvl 30 warlock up to 120 and probably unsub untill SL hits 8.3 was ok for about a month then meh…
Doubt I will continue mine. No interest in the content or leveling a piece of gear. Also felt this way with the Benthic stuff to.
Max level on 2. My alliance druid(Rank 10) is lagging farther and farther behind each week. I sense a trend coming on. At first I found it compelling and I felt like it mattered. Less so now.
It’s 10 but I think I’m going to be able to get it to 11 tonight. 
My cloak’s at 8. Can’t be bothered to be overwhelmed to max it when I’m a casual. Just doing it for fun when I feel like it
12 on this character, I think 10 and 8 on two others. Not really in a rest, mostly doing it just for the transmog.
I would think 0 being the 2nd highest answer is a bigger Lol.
One of my toons is at max… the other 47 took me nearly 7 weeks to even get them. Thanks for that TWO HOUR intro quest with no teleports, and no skip for the Wrathion scenario. Really appreciated. Makes even playing 8.3 on more than one toon very difficult and basically a big waste of time. Why are there no ports to Uldum and Vale in the cities or the Heart Chamber, like honestly. 
lol, so you should do as much dps as a dps but still be able to out heal them - sounds totally fair.
MOP and WOD when tanks went from playing a unwanted role to miniboss role was a very fun time, 2 hour dps ques to 10 minute ques for everything. Pretty fun, could do 80% of the dps of the dps and 80% of the self heals of a heals, but unfortunately bdks soloing entire raids and current normal and heroic level bosses with the scaling went bonkers.
My Fury Warrior easily out self-heals my priest. And doesn’t have to stop dpsing to do it.
Healing should cost damage in the form of GCD’s and cast time, not spell damage.
They should’ve limited the rewards per week instead.

So far, it is not that hard. Initially, as a blood DK only soloing, I might only get one page. Now I always get at least 2 pages.
As you raise the research, it gets easier. So some people manage a full clear, some full clear with masks, while I manage at least 2 pages and MAYBE partially exploring another area/getting chests OR possibly having enough time to kill the boss.
Same, at first, but then raising the research did eventually make it way easier. I went from not being able to do anything, in Stormwind, to getting two pages and MAYBE killing the boss (still usually ran out of time, on her.)
Are talking mains or alts? My alts are at 0, because this expansion is poo for alts.
My hunter is maxed.
This guy just got through the absurd quest chain and I don’t relish going through the visions again. At least its Orgrimmar so it won’t be so bad.
(Statement): My cloak is at level 7.

Blizz hasn’t cared for a while, it might be changing. More blue activity this week than the past year.
Screwed myself on my priest by choosing the wrong talent builds. Now I’m going to fall behind greatly on the cloak upgrades.
Just not fun when you play a class not made for Horrific Visions.
