i want to recreate a feature of weak aura,i have a couple permanent buff items,and i want to show an icon when the item is off cooldown and i dont have the buff,can someone point me to a working similar addon?

I haven’t tried it yet myself, but look for an addon called BetterCooldownManager
It looks like the current state of the art in customizing Blizzard’s CDM (although it won’t be able to do complex logic combining buffs and c/d’s because of the new restrictions).
Otherwise, I think the way to display an item in the stock CDM is to create a macro that /use’s it, and add that macro to a CDM slot.

Tried using BCDM and it didn’t really fit what OP’s after. I’m not sure anything does. Still looking for ways to adjust transparency of tracked stuff to have things hide out of combat, or invert display to only show things that are on cooldown.
Most trackers are going to just show CD unless they’re doing something extra fancy.

It seems to have disappeared from CurseForge - at least temporarily - in the time since I sent the reply above…
One that’s closer to fitting this type of thing is Arc UI
(it’s not an overhaul despite the ‘ui’ in the name, it’s only CDM so far.
It can add a floating standalone icon for anything, and has opacity settings when the item is ready/on cooldown. Arc Auras tab in its settings, drag the item to track, select it and hit Configure in CDM, then the On Cooldown State section can hide/dim it while on cd.
Still no way to track the buff provided by items like an augment rune though, only the cd.
