I think this was more a case of incompetence over intentionally time gating it.
They were so caught up hotfixing Mythic raid bosses and nerfing untested content they overlooked the casual stuff again.

That’s the robot’s room? I thought it was Firim’s room and we just visit it to get the two quests, the buff, and do that cypher thing. I guess I should let my robot hang out there more often.
There’s three consoles next to the orb buff console. One gives you a book of Firim’s research, one shows the text from all the translation consoles you visited, and the little one lets you customize Pocopoc.
It’s pretty frustrating that something that was supposed to be lootable since February just wasn’t in the loot table, and none of the devs even bothered to tell us. I’m sure that the WoW Secrets community has been working hard to try and find these things, and turns out they should have been lootable all along. It’s like the perfect example of the lack of attention to detail combined with the lack of transparency that’s become the hallmark of Shadowlands. 
Today I got an item off the world boss that says I can color my little robot, but the console you indicated doesn’t seem to be available. I tried all of them in that corner and only the large ones work. It is kind of frustrating when you get an item and you have no clue how to use it.
It’s the smallest console, at the right. You also need to have it unlocked on the cypher tree, it’s the one at the bottom of the first row.

So, now those items are finally here, I’ve been on the lookout for Discarded Automa Scrap treasures and, my god, have they always been so rare? I find plenty of the other treasures often and noticed they respawn really fast too. I was able to find only one discarded automa scrap today and it never respawned. 
I dunno man, I’ve been completing all the daily nonsense since release minus a few days here and there and I hadn’t received anything.
However just after reset I was doing my normal stuff and got like 6? Colours (got all the ones I didn’t have) as well as diamond shaped arms.
Was weird, dunno what is going on with it, were the drops rates busted or something or was the other day just random. Who knows.
