My only problem with Bandit’s Guile was it was very boring and not hard to maintain with delayed SS, maybe it was just that Combat was a total snoozefest in general. I’m not gonna judge it too hard till I can craft and test it as it may work well with Outlaw. 
Ahh yes reliable and predictable damage windows are terrible I agree, In fact they should add more RnG type legendarys instead cause RtB was such a hit and everyone loves that mechanic.

Oh come on RTB is not that bad that people make it out to be. 
If it was an optional talent or Loaded Dice was baseline I would agree it’s not THAT bad, however I and many other rogues have been voicing their frustration on the shift away from bandits guile into RtB. I would be much happier if they just made bandits guile the default and having RtB be a talent to replace it with much stronger buffs. That way if people wanted rng they can have it, but aren’t forced into it.

I loved Bandit’s Guile and MoP/WoD Combat Rogue but not even I would use it as a legendary when I could use great Legion legendary effects such as Master Assassin and/or Greenskin’s Wristcuffs. If it’s only 30% it’ll be easy to ignore.
30% wasn’t that bad but I hated having the 50% one, felt like all the damage was back loaded and hard to keep rolling in some situations
However it’s going to get pretty whacky when you can get 2 legos
Going to be pretty intense seeing 20% more crit damage, 20% more damage from broad side (if that exists still) 30% more damage from red buff, 50% more damage from quick draw and then 200% from clean skins
