Can never be done, this makes too much sense for blizz.
It’s a great model, not how things worked from BC to WoD though. BC and WotLK had rating gates for weapons and certain set pieces (1800 if I recall correctly for weps) so if you were trying to gear only from PVP, you hit a pretty steep hill around that rating. Cataclysm/MoP had a much better gearing system IMO.
My suggestion:
- Title system from BFA
- Conquest Points w/ Gear Vendors (with catch-up mechanic phasing in as the season progresses)
- Honor Points from Random BG/Skims, can purchase BOE lower tier PVP gear with Honor Points and/or patterns to craft them.
- Season Mount Reward @ 1800
- Elite Transmog Reward @ 2000
- Enchant Illusion Reward @ 2200
- Tabard Reward @ 2400
- Vicious Saddle on Conquest Vendor
Im ok with the set beeing a 1800 Rating, mostly because that gives in for a little more casual focus to it. Being some people like me have about 12 alts, but yes, I am with you on this one. Adding that the PVP set should give certain advantage in PVP. I mean, PVE gear, gives an extensive ammount of advantages in PVP and in PVE, whilst NONE of the PVP gear gives any kind of advantage to PVE. This being said the current stance of Ion in regards of the variety of PVE - PVP gear being useful for both, isn´t at all true.

I kinda wish the title system would go away. Makes Glad feel pretty worthless. Not much excitement from getting Glad.
I can understand that. I know a few people who have pushed Glad and been pretty stoked about it, but I’m sure once you hit it a few times the novelty wears off. Personally I just like having a set target to work toward as opposed to a constantly moving cap based on % of player ratings.
