You’re working along side Alleria, earning her trust. That is very much related to the race. For the 7th legion, you are once again working along side other Dark Iron Dwarves. (At least for the quests)
Earning the rep isn’t hard nor does it take that much time, for the reward the requirements are fine, imo.
As you admit, they’re already making an easy requirement to meet even easier, there’s no need to make it any easier or remove it.
