Except Blizzard literally said:

And let’s be real if you’re not raiding, you don’t need the legendary cloak to begin with. It was built for players progressing through raid content, not for casual dungeon hoppers chasing appearances. The fact that Blizzard even allowed it to be earned via Celestial Dungeons is already a massive concession.

Honestly, it probably shouldn’t be in dungeons at all. Giving raid-level rewards for non-raid effort? That’s how you dilute prestige and trivialize endgame. If anything, folks should be thanking Blizzard for offering any alternative path not accusing them of incompetence for not putting raid loot in everyone’s mailbox.

If you’re not doing the content it was designed for, you’re not missing out. You’re just mistaking optional prestige for mandatory progress.
