I have multiple characters who are honor capped at 4000 honor but I am not allowed to buy honor heirlooms.

Pretty sure heirlooms are intended to be bought by max level characters and then sent to be used by alts.
Not against this change by any means, just saying that this is something intended that isn’t broken. Unless something is preventing level 80 characters from buying them?

There should be a portal in Dalaran that can get anyone to the HH vendor in WG, but it has been broken since Classic WOTLK.
I have the currency, I should be able to spend it, only thing keeping me is a broken portal.
Am I less of a customer at level 14 that at level 80?
What exactly is keeping you from just flying there?
Can you not fly there? What is stopping you?
So…there is an Honor Heirloom Vendor in SW, in the back right corner of the Champion’s Hall in Old Town

Yes because you choose to be a twink. Get a port to dalaran advertise for someone with the two seater rocket to fly you to wg.

They should have made these available in a city, seeing as how the gear isn’t bought with shards anymore. Honestly, I hated having to fly to WG to use the vendor in the first place. It’s made more annoying when the zone refuses to even let you enter it because of an active battle. There was no need for this fuss. They could have simply sold the items in dalaran in the first place, or had vendors at each. But a hard copy/paste change like this is too much work for a company like Blizzard.
I already typed an update about this for your last response, so go read that, especially the last part at the bottom. We’re already in cataclysm btw.

Considering we’re moving from Dalaran being the main hub, they did move these. There’s a honor heirloom vendor in both faction’s major cities pvp hub areas.
Liliana Emberfrost is in SW’s Champion’s Hall (74, 68)
Galra is in Orgrimmar’s Hall of Legends (38, 71)
I checked’m both, they both have all the pieces you used to get from Wintergrasp.
Quick google search was all it took, wowhead doesn’t have them updated yet it seems.
