The drop rate of the treasure maps from dirt piles needs to be revisited. It is much too low for the rewards gained. Please reconsider this decision.

Dirt Piles are less than 1%. Treasure Chests are more than 5%. Find a spot with multiple and Realm Hop. You will find them all in less than four hours on a Tuesday. I have shown this to many people and everyone got. It is not broken. It is you doing inefficently.
I agree. The drop rate needs buffed. It’s far too low for the achievement. Wildburn is correct in that it can be done in this method, but that’s cheesing, surely, it’s not the intended gameplay method intended for completion of this achievement.
In the past these achievements were exploratory fun achievements, but with the maps, its merely turned into a grind and a rather long one at that.

Agreed here as well that the drop-rates for the treasure maps should be increased. I’ve been flying around opening every chest I come across, along with the dirt piles, And barely any luck so far.
If anyone needs this achievement still:
In Azure there is a spot in Top Right where there is a series of caves. In this cave are five separate spawn points. Go there and Realm Hop. Treasures can drop from any Dirt, Bag or Chest. However the Chests and Puzzle Chests have a higher chance. You also benefit from Potion of Perception which can be requested Craft from an Inscription.
You will find all treasures in 3 - 4 Hours if there is a Zone Wide Activity such as the PvP Quest or Cobalt Sanctuary World Quest Up. I have given this method to twelve people and average was 90 Minutes (250 Minutes without Potion).

Do you happen to know if I can obtain all of the treasure maps for each particular zone in this area? Or do I have to farm the maps in each different area to get this achievement completed?

You can obtain maps from any zone in any zone. I obtained every single one of the maps for the Meta within that one cave and the one area north when I exhausted all realms. A treasure has a 15-30 Minute Respawn.
So decided to work further on these achievements tonight. I’m starting to feel that the map requirements for treasures needs to be removed.
Looted well over 100 Dirt Piles tonight and not a single map. Def needs to be addressed at this point. Cause it seems to me the drop rate is less than 1%.

Did they up the drop rate, completed from zero to hero in < 5 hours.
You were just lucky. The drop rates are still atrocious.
Edit - I just counted that I’ve done 30 of the 5 shovels from the expedition, so 150 dirt in the last week. Thats not counting chests or scout packs.
It also just occurred to me that since Flightstones were added to these, I haven’t even seen any profession knowledge items to drop either.
It would be nice to know if these things are even working as intended at the moment.
Actually, I think the drop-rate for the treasure maps did get increased. I completed (2) of the treasure achieves tonight in less than (1) hour. Currently just need (1) treasure from two zones to get the meta completed. Planning on doing this tomorrow night!
I can confirm that Profession Knowledge items still drop! I looted a few of them tonight while working on my treasure achievements!
Yes , I think so too, or something was fixed. I did nearly 200 digs last week and saw nothing - no treasure maps, nor knowledge points. I just tried again for the first time since reset this week - within 10 minutes I’ve received the last 2 maps and have all the achievements now, and a couple of knowledge points.
So I’m either extremely lucky, or something was broken and is now fixed.
