Pretty sure hte afk behind pillar while your pets did damage was Legion when they introduced separation anxiety. WoD you had focus fire stacks among other things. MoP though you are right was stampede.
This is the only WoD video I could fine showing kill command being used behind pillar, and during that time in WoD the dmg BM did was negligible compared to just pet+kill command.

Over the course of WoD it was changed so that in the end it seemed that it was more 50/50 Hunter and pet with barrage amongst other things that I remember. In legion Separation anxiety pet damage was amped up if you sat behind a pillar and literally did nothing dont press anything LOS your pet and thats your dam. No abilities just pet. It was second to stampede bug for the most obnoxious toxic thing in the game. The BM Hunter would got to a pillar LOS everything and win. IT was then swapped out for a talent that when the enemy player got to 30% health Kill command had no cool down. That was removed afterwards too. EDIT: Over time though the spec got less Toxic than in the past Good changes like making Kill Command require LOS was good for the game.

I’ll still take almost any iteration of BM over WoD survival.
Frozen arrow still hurts my soul
They can keep their damage if they arent one of the tankiest specs in the game. The amount of utility, cc, defensives they have added with the damage is just insane.
I dont think their tankiness is going away since that was a change for PVE to help them in Mythic plus and raids. I can see them going after Damage though but the thing is if they target Kill Command it wont do anything because right now BM really just uses it to proc Black arrow and dire beast. They would need to target Black arrow specifically to affect their damage.
