It’s more of a term when blizzard needs to actively justify a races inclusion by basing an entire expansion around them despite having previous entries of their existence to help justify a new body type.
Dracthyr being their own thing instead of being an independently crafted variant of drakonid to serve Deathwings necessities.
It’s the style of writing that blizzard enjoys that unintentionally makes other, similar, previous canons narratively obsolete.
They hold them back for “break in emergency”-cases. They did this in the past several times, noteworthy with the Void Elves: High Elf hair and skin colors.

The developers always release highly requested features or transmogs when things go bad. This has been always the case, most notable with Battle for Azeroth and Shadowlands. The Mechagnomes were so awfully received that they released shortly after fair skin options for the Void Elves.
I don’t remember all these moments, but don’t confuse it with the “Blizzard listens”-method they use. Releasing an event in a bad state and change it within one to two weeks. The 20th anniversary token acquirement is one of those “listens”-things they do. Other times they also get surprised by how players react (Plunderstorm) and do improve the next version of it (the upcoming one).

Dracs are fully neutral, yes - their faction allegiance is admittedly more a gameplay convenience than anything serious (only two of the race’s main cast are tied to the factions at all)

The idea that 100% of a specific race joined up with one faction was always kind of dumb. It should have always been a race/faction two part choice.

They’re like a 3rd tier titan experiment. Titans made Keepers, Keepers made dragon aspects, dragon aspects made dracthyr.
yeah thats why they begged and screamed for blood elves for 12-13 years. the alliance is the normie faction since it’s all the same boring generic squeaky clean tolkienesque medieval fantasy its always been with little to no grit or edge. the only race(s) that really stick out are worgen (technically just cursed humans), draenei with everything else being just human derivative
