Why can’t you?
Because the mobs have maybe 25% chance to hit a level 70, and then probably another 25% chance to even apply the debuff after landing the specific hit. So each time they cast it, they have only a 6% chance of applying that debuff.

Yea. It’s basically impossible for a level 70 to kill this rare now. Even stripping naked and facing away doesn’t help. Their miss rate is simply too high for level 70’s to get enough stacks to trigger the rare to come down.
