Right now, there is a really awkward interaction with specs that have the same Tier Set Bonus as Season 3 where they effectively cannot replace their old tier until they get 4pc of the new tier. This is due to the set bonuses being the same and not stacking but the actual sets themselves being distinct. In previous tiers you could run 2pc/2pc but right now you can’t because you’d effectively get no benefit from one of the 2pcs. Obviously this is a weird interaction due to the nature of some tier sets in S4, so I don’t blame Blizz for the oversight, but it feels really bad to have to wait for 4pc which may take a few weeks to acquire. My suggestion is you treat the tier bonuses as the same so you can get 4pc for 2pc S3 gear and 2pc S4 gear.

I’d like this too, but the devs clearly didn’t like 2-tier from S3 + 2-tier from S2 (they then nerfed the S2 tier bonuses to prevent that). Subsequently, I don’ think this request will get any traction; they want us to have to farm S4 gear for a full set effect… this “feature” of S3+S4 set bonuses not stacking seem intentional rather than an oversight that should be treated as a bug and fixed.
I actually think it’s more to do with balancing across all specs including those that don’t have their S3 bonus in S4. Any spec that has their S1 or S2 bonus in S4 has zero opportunity to mix and match their S3 bonus with their S4 bonus; item level alone would make their S1 or S2 items obsolete compared to ANY item that drops in S4.
This would give specs that have their S3 bonus in S4 a leg up - they could replace their S3 pieces with higher item level S4 immediately without the cost of ever losing their S3 4-piece bonus. However, specs that have their S1 or S2 bonuses in S4 are guaranteed to have to break their S3 4-piece in order to get their S4 2-piece.
