There is no exit, its impossible to get out without a flying mount, which is unavailable to low level players.
how did they get in?
Easy go to Zirdomi and have her take you back to before time

Walk around more. There is both an elevator and the sewer door, both of which can be walked out without a flying mount.

She’s outside the city though. Tough if there’s no exit.
I don’t recall there being no exit; but then I haven’t brought a low level back there since it was sorta cleansed.
I was going to ask that too.

First if you run any character before doing the chain with cleaning the plauge there are plenty of entrances can go through.
Example even a level 10 can walk through the front and get in Undercity or take the long way and walk through the sewers near the small scarlet tower. Both are accessable.
Currently the only way you not getting in is if you to the BFA chain with the battle with Sylvanas and the Forsaken against the Alliance.
I take characters there all the time of all levels.
Unless they officialy patch in no access period you can still get in and out of UC.Until then and that’s a big if , it is still accessable.
And yes, I see players inside all the time.
If going on an Alliance good luck the guard will attack.

Yeah you can, none of it is complicated, I just flew out of there on a lvl 35

Level 35 has flying.
That’s no the point, it’s called using the flight path in UC.
If you read steps above you can get in and out without.
I’ve even walked in and out of front gates on several occasions on all levels
OP is talking about the ruins and no flying. They said they couldn’t get out of the ruins. You said it’s easy with flying. So that’s why I said what I did.
And all they have to do is go talk to Ziradomi as I previously stated.
If they are trying on Alliance characters then idk what path they use since I barely play my Alliance

If you are referring to flying out of Undercity, that’s been broken for a couple years now. You’ll get a message saying there are no connected flight paths. It may be due to a phasing issue (e.g., Zidormi-related) but I am not sure.

I’m aware of how to get in and out of Undercity in its original phase.
It sounded to me like the OP was talking about the current semi-plagued phase where only the surface ruins are accessible.
